Background

CARE began working in Zimbabwe in 1992 in response to a severe regional drought. After establishing a drought mitigation program, CARE began longer term developmental programs with local partners in building small dams, strengthening local microfinance institutions, and launching projects to assist small business persons in the rural areas. Job summary

The incumbent will be responsible for ensuring the processing and dissemination of data. They will design, develop and maintain data management application software systems for the project.


Key duties and responsibilities

Assesses database needs in collaboration with the MEAL Specialist; Develops effective ways to arrange, track and store reporting information for the project and Country Office in collaboration with M&E and PQM; Develops and creates relational management database systems using object oriented software programming languages, that is, C# (Sharp), SQL (Structured Query Language); Installs, configures and supports server configurations including the Apache Tomcat Web Server, WAP Configuration, the Master and Slave Servers, for mobile data collection systems; Designs, coordinates and troubleshoots database security systems to safeguard project information; Develops new systems to capture information and updates knowledge of tools used to organize and store data; Designs Geographical spatial databases and mapping of project sites and operational areas using appropriate GIS software; Extracts information from the database and submits to the supervisor as required; Sets up a user friendly project and country office database systems structure for organizing the data and pre-testing the system to eliminate bugs and errors; Files, updates static information into the database and sets up data storage facilities, back-ups and restoration, ensures the database is secured and protected; Develops and formats program M&E data collection tools, such as beneficiary registration, surveys and output monitoring tools; Develops and supports mobile application systems for project data collection surveys and monitoring; Establishes needs of users and monitors user access and security; Monitors performance parameters to provide fast query responses to users; Ensures full functionality of computerized mobile data collection systems and providing support to users; Generates analysis reports from the database and submits to the Team Leader; Develops reports and reporting tools for MEAL Specialist and M&E Officer; Participates in the recruitment of staff, trains staff, or arranges for the training of project staff on database issues; Promotes and maintains an organizational culture that advances gender equality, reduces power abuse, inequalities, and fosters a safe working environment; Adheres to the CARE's PSEA and Child Protection policies; Develops a weekly plan in line with scheduled project activities at community level


Qualifications, skills and experience

Degree in Information Technology/ Computer Science/Information Systems/Statistics or equivalent; 3-5 years working experience in database design, data collection, and analysis and reporting or other related; Excellent interpersonal and communication skills; NGO experience will be an added advantage.
