CeSHHAR Zimbabwe is an organisation that specialises in population health research and programming, including on sexual and reproductive health and HIV/AIDS. CeSHHAR has an extensive national, regional, and international academic and community partnership network. CeSHHAR has a diverse range of funders which include the Wellcome Trust, the Gates Foundation, UK Medical Research Council, Templeton World Charity Foundation, Global Fund for AIDS TB and Malaria, UNICEF and UNFPA. We partner very closely with the Liverpool School of Tropical Medicine (UK). CeSHHAR is implementing a National Key Population programme on behalf of National AIDS Council and Ministry of Health and Child Care in all 10 provinces in Zimbabwe. The Procurement and Administration Manager will provide strategic leadership and oversight of CeSHHAR Zimbabwe’s procurement, logistics, fleet management, and administrative functions. The role ensures transparent, efficient, and compliant procurement processes, effective management of organizational assets and fleet, and smooth delivery of administrative and logistical support across all CeSHHAR sites. By safeguarding resources, optimizing supply chains, and ensuring reliable transport and operational services, the position plays a critical role in enabling program implementation, strengthening donor confidence, and supporting the organization’s long-term sustainability. The position oversees all procurement systems and processes for CeSHHAR Zimbabwe, covering both local and international sourcing of goods and services. The role ensures efficient, high-quality procurement operations that support timely and strategic program delivery. The incumbent will apply strong knowledge and experience to manage procurement quality, drive efficiency, and uphold stewardship, integrity, inclusivity, transparency, and accountability across all purchasing activities
• Develop, implement, and monitor procurement policies, procedures, and systems in line with donor and statutory requirements.
• Lead the end-to-end procurement process, including planning, tendering, evaluation, contracting, and supplier management.
• Ensure value-for-money principles, transparency, and accountability in all procurement activities.
• Maintain and update vendor databases, conduct supplier evaluations, and negotiate contracts to optimize cost and quality.
• Oversee compliance with donor procurement guidelines.
• Provide technical leading to procurement planning process and leverage strategic sourcing to maximise value for money in procurement
• Develop strong internal control systems to ensure that procurement processes are agile, transparent, fast and compliant with donor requirements and local laws
• Conduct market research to keep abreast of market developments; researches and analyses statistical data and market reports on the world commodity situation, production patterns and availability of goods and services.
• Manage supplier contracts, from end to end, to ensure that terms and conditions are complied with and that risk is appropriately managed
• Manage office administration, facilities, and logistics to ensure smooth operations across CeSHHAR sites.
• Supervise administrative staff, fostering efficiency, professionalism, and service excellence.
• Oversee asset management, inventory control, and maintenance of organizational property.
• Ensure effective travel and transport coordination for staff and program activities.
• Support HR and finance teams with administrative processes, documentation, and compliance.
• Manage fleet to ensure that programmes are well supported and that safety and quality standards are met
• Develop and manage robust systems of internal control to manage supplies and inventory to foster accountability and transparency.
• Ensure adherence to organizational policies, donor regulations, and statutory requirements.
• Prepare and present procurement and administration reports to senior management and the Board.
• Support internal and external audits by providing accurate records and timely responses.
• Contribute to risk management by identifying and mitigating procurement and administrative risks.
• Ensure compliance with the Code of Conduct and all relevant Fraud and Corruption Prevention and Control Policies around procurement and administration processes
• Develop and update risk register for procurement, administration and logistics which is aligned the CeSHHAR’s policies and Risk Management Framework
• Advise senior management on procurement and administrative strategies that enhance efficiency and sustainability.
• Contribute to organizational planning by aligning procurement and administrative functions with CeSHHAR’s mission and strategic priorities.
• Build capacity of staff through training and mentoring in procurement and administrative best practices.
• Bachelor’s degree in Supply Chain Management/Procurement, Business Administration, Business Studies, or related field.
• Professional certification in procurement/supply chain (e.g., CIPS) is required
• Master of Business Administration (MBA) or Master of Procurement or Supply Chain Management will be added advantage
• Minimum 7 years’ experience in procurement and administration, with at least 3 years in a managerial role.
• Proven experience in NGO or donor-funded environments, with strong knowledge of donor compliance requirements.
• Demonstrated expertise in contract management, vendor relations, and administrative systems.
• Strong leadership, negotiation, and communication skills
• Proficiency in ERP systems, procurement software, and MS Office tools
• Integrity and commitment to transparency.
